Who we are
A joint venture built on the expertise of two New York State behavioral health leaders, IMSNY leverages transformative technologies and innovative strategies for healthcare providers in scalable and cost-effective ways.
Founding IPAs Coordinated Behavioral Care (CBC) and Coordinated Behavioral Health Services (CBHS) share the common goal of improving behavioral healthcare delivery systems. They represent large networks of behavioral health organizations offering a consortium of services, including mental health, substance use treatment services, supportive housing, primary medical, recovery, support services, food, employment and housing.

Pamela Mattel, LCSW
Co-Chief Executive Officer
Pamela Mattel, LCSW, is a highly qualified senior leader with 38 years of nonprofit experience, 15 years in executive positions advancing high quality whole healthcare integration and innovation in behavioral healthcare, primary healthcare, and housing. Ms. Mattel’s leadership and management has consistently delivered on the promise of quality integrated care, multiplying reach, and ensuring financial sustainability.
Ms. Mattel is continually reimagining health care and social services by actively supporting collaboration, incorporating design approaches, leveraging key performance indicators for value based projects and measuring overall impact. She has consistently secured innovative models and programs for complex organizations inclusive of certified community behavioral health clinics, care transitions, technology enabled care, and opioid collective impact responses. She has been an active participant in the New York State Medicaid Redesign including DSRIP, numerous health related board memberships, and regional efforts.
Ms. Mattel’s mission to inspire and empower change in pursuit of equitable whole person care has been her north star. She graduated from Columbia University with a Master’s Degree in Social Work and holds certificates in several post-graduate programs.
Richard Tuten, JD, MSA
Co-Chief Executive Officer
Richard. CEO of Coordinated Behavioral Health Services (CBHS) and Co-CEO of IMSNY, is a healthcare executive with proven results in building new business, Richard turns around operational challenges with a focus on Compliance and Process Improvement. He brings with him substantial experience in IPA, MSO, Hospital, DME, HMO, Physician practice, and Health Reform sectors.
Mathew Smith, MBA, LMSW
Chief Operating Officer
A licensed social worker with an MBA from Columbia University, Matt comes to IMSNY with significant experience working in and leading community-based not for profit organizations in New York, with a focus on behavioral health, child welfare, and intellectual/developmental disabilities. He has partnered to build effective ground-up programs with a variety of government partners, including OMH, OASAS, DOHMH, and OPWDD.
Khushi Shah, MA
Director of Data Solutions
With a Master’s degree from Sarah Lawrence College, Khushi is passionate about community based work and innovation in behavioral healthcare. She spent the last six years before joining IMSNY applying her developmental psychology and neuroscience training in the health information domain by leveraging her related technical skills; starting as an MRI Research Assistant at New York State Psychiatric Institute and later as Health Informatics Analyst at Levy Konigsberg LLP and Population Health Data Analyst at Coordinated Behavioral Care.

CBHS leadership staff augments the IMSNY team, adding clinical expertise, support around network management, and legal support.
